     Your Committee on Government Operations, to which was referred Governor's Message Nos. 749, 783, and 785, submitting for study and consideration the nominations of:

     Your Committee reviewed the personal histories, resumes, and statements submitted by Elizabeth Gregg, Stephen Courtney, and Stacy Perreira for service on the 911 Board.

 

ELIZABETH GREGG

 

     Your Committee received testimony in support of the nomination for the appointment of Elizabeth Gregg from the Hawaiʻi County Police Department and one individual. 

 

     Upon review of the testimony, your Committee finds that Ms. Gregg's background and dedication to serving the public qualify her to be appointed to the 911 Board as a representative from a wireless communications service provider.  Your Committee notes that Ms. Gregg has worked in the telecommunications industry for thirty-five years and currently serves as a Lead Client Solutions Executive for AT&T.  In this role, Ms. Gregg consults directly with first responders on the products, services, and applications of the FirstNet Program, a communications network made to provide first responders with uninterrupted connectivity during emergencies.  Your Committee further notes that Ms. Gregg also volunteers in service of first responders in the community through her position as a Vice President of the Daniel R. Sayre Memorial Foundation, which raises funds to purchase unbudgeted tools and training for Hawaii County emergency response agencies.  Furthermore, your Committee recognizes that Ms. Gregg previously served on the Enhanced 911 Board, the previous name of the 911 Board, from 2023 to 2024, and finds that her experience and knowledge will continue to enhance the effectiveness of the 911 Board.  Your Committee therefore recommends that Elizabeth Gregg be appointed to the 911 Board based on her knowledge, background, and dedication to public service. 

 

STEPHEN COURTNEY

 

     Your Committee received testimony in support of the nomination for the appointment of Stephen Courtney from the Hawaiʻi County Police Department and one individual. 

 

     Upon review of the testimony, your Committee finds that Mr. Courtney's background and dedication to serving the public qualify him to be appointed as a member chosen by the Mayor of the City and County of Honolulu to the 911 Board.  Your Committee notes that Mr. Courtney has been an information technology professional for over forty years, with extensive experience in project management, network design, and business development.  Mr. Courtney currently works as the Deputy Director of the Department of Information Technology of the City and County of Honolulu, where he supervises the implementation of information systems in support of local government.  For much of his previous career, Mr. Courtney contracted his services with the military and intelligence community, including spearheading a nation-wide upgrade of an intelligence application for the United States Coast Guard.  Your Committee further notes that Mr. Courtney previously served on the Enhanced 911 Board, the previous name of the 911 Board, from 2022 to 2025, and finds that his experience and knowledge will continue to enhance the effectiveness of the 911 Board.  Your Committee therefore recommends that Stephen Courtney be appointed to the 911 Board based on his experience, knowledge, and commitment to public service.

 

STACY PERREIRA

 

     Your Committee received testimony in support of the nomination for the appointment of Stacy Perreira from the Hawaiʻi County Police Department, Kauaʻi County Police Department, and four individuals. 

 

     Upon review of the testimony, your Committee finds that Ms. Perreira's background and dedication to serving the public qualify her to be appointed to the 911 Board as a representative from the Public Safety Answering Point for Kauaʻi.  Your Committee notes that Ms. Perreira has worked for the Kauaʻi County Police Department for over twenty years, progressing in responsibilities from administering specific information technology systems to overseeing the Department's Public Safety Answering Point.  In addition to her leadership experience and technological proficiency, Ms. Perreira has managed over a million dollars' worth of federal grants, completed over a thousand hours of supplementary training and certification courses, and been recognized consistently throughout her career as a model law enforcement professional.  Your Committee further notes that Ms. Perreira regularly advocates on behalf of telecommunications dispatchers in the State, even helping draft legislation to include them in the definition of "emergency worker" in the Penal Code.  Your Committee finds that Ms. Perreira has a thorough understanding of the role and responsibilities of board members, and her extensive background adapting innovative technology to support law enforcement initiatives will continue to enhance the effectiveness of the 911 Board.  Your Committee therefore recommends that Stacy Perreira be appointed to the 911 Board based on her knowledge, background, and dedication to public service.

 

     As affirmed by the records of votes of the members of your Committee on Government Operations that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
