     Your Committee on Health and Human Services, to which was referred Governor's Message No. 732, submitting for study and consideration the nomination of:

     Your Committee reviewed the personal history, resume, and statement submitted by Crissi Doyle for service on the Hawaii State Lesbian, Gay, Bisexual, Transgender, Queer, Plus (LGBTQ+) Commission.

 

     Your Committee received testimony in support of the nomination for the appointment of Crissi Doyle from the Hawaii State Lesbian, Gay, Bisexual, Transgender, Queer, Plus Commission and ten individuals.

 

     Upon review of the testimony, your Committee finds that Ms. Doyle's background and dedication to serving the public qualify her to be appointed to the Hawaii State LGBTQ+ Commission as a member from the City and County of Honolulu.  Your Committee notes that Ms. Doyle has been an education policy and program administrator for over fifteen years and has been working as an Institutional Analyst and Title IV-A Program Manager for the Department of Education since 2024, coordinating initiatives that support student success, school climate, and safe learning environments across nearly three hundred public schools statewide.  Previously, Ms. Doyle was an Educational Specialist for the Hawaii State Public Charter School Commission from 2016-2024; the Dean of Humanities, teacher, and Curriculum and Implementation Manager at Saint Louis School; and a teacher at Saint Francis School and Maryknoll School.  Your Committee further notes that Ms. Doyle obtained her Master of Education in Instructional Leadership from Chaminade University and her bachelor's degree in Political Science from the University of Hawaiʻi at Manoa.  Your Committee finds that Ms. Doyle has a thorough understanding of the role and responsibilities of board members and her extensive experience developing statewide education initiatives, lived experience, community engagement, and demonstrated leadership will enhance the effectiveness of the Commission.  Your Committee therefore recommends that Crissi Doyle be appointed to the Hawaii State Lesbian, Gay, Bisexual, Transgender, Queer, Plus Commission based on her knowledge, background, and dedication to public service.

 

     As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
