Your Committee on Health and Human Services, to which was referred Governor's Message No. 722, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by Robert Shroder for service on the Statewide Health Coordinating Council.
Your Committee received testimony in support of the nomination for the appointment of Robert Shroder from the State Health Planning and Development Agency.
Upon review of the testimony, your Committee finds that Mr. Shroder's background and dedication to serving the public qualify him to be appointed to the Statewide Health Coordinating Council as a member who represents the Tri-Isle Subarea Health Planning Council. Your Committee notes that Mr. Shroder has been a health care executive for over four decades and is currently retired. Mr. Shroder most recently served as the President and Chief Executive Officer of Mercy Health-Youngstown (MHY), one of nine regional health systems under Mercy Health located in Ohio. As President and CEO, Mr. Shroder was responsible for the operations of three acute care hospitals, ten ambulatory care sites, a home health care company, two long-term care facilities, and over one hundred thirty employed practitioners in the region. Previously at MHY, Mr. Shroder was the Executive Vice President of Operations and played a key role in the region earning awards and recognition for operational excellence, including a Best Practice Award from the American Society of Healthcare Human Resource Administration, as well as Top 100 Hospitals and Top 100 Invasive Cardiac Hospitals designations for its facilities. Your Committee further notes that Mr. Shroder has been serving on the Tri-Isle Subarea Health Planning Council and is currently its Chairperson. Your Committee finds that Mr. Shroder's experience and knowledge will enhance the effectiveness of the Statewide Health Coordinating Council. Your Committee therefore recommends that Robert Shroder be appointed to the Statewide Health Coordinating Council based on his experience, knowledge, and commitment to public service.
