     Your Committee on Health and Human Services, to which was referred Governor's Message No. 716, submitting for study and consideration the nomination of: 

 

Hawaiʻi State Lesbian, Gay, Bisexual, Transgender, Queer, Plus Commission

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by Christopher Luthy for service on the Hawaii State Lesbian, Gay, Bisexual, Transgender, Queer, Plus (LGBTQ+) Commission.

 

     Your Committee received testimony in support of the nomination for the appointment of Christopher Luthy from five individuals. 

 

     Upon review of the testimony, your Committee finds that Mr. Luthy's background and dedication to serving the public qualify him to be appointed to the Hawaii State LGBTQ+ Commission as a member representing the County of Hawaii.  Your Committee notes that Mr. Luthy is a proud member of and longtime advocate for the LGBTQ+ community with a demonstrated commitment to equity, inclusion, and ethical leadership.  Your Committee further notes that in Mr. Luthy's personal statement, he has expressed his desire to contribute to building stronger connections between community voices and state decision making so that policies affecting the LGBTQ+ community reflect the lived experiences across all islands, not just urban centers.  Mr. Luthy's representation of the County of Hawaii will ensure that the discussions and considerations of the Commission reflect the geographic and community diversity of the State.  Your Committee further finds that Mr. Luthy has a thorough understanding of the role and responsibilities of board members and his extensive experience as an advocate for the LGBTQ+ community will enhance the effectiveness of the Commission.  Your Committee therefore recommends that Christopher Luthy be appointed to the Hawaii State Lesbian, Gay, Bisexual, Transgender, Queer, Plus Commission based on his knowledge, background, and dedication to public service.

 

     As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
