     Your Committee on Health and Human Services, to which was referred Governor's Message Nos. 662 and 705, submitting for study and consideration the nominations of:

     Your Committee reviewed the personal histories, resumes, and statements submitted by Olivia Kim and Terilyn Luke for service on the Center for Nursing Advisory Board.

 

OLIVIA KIM

 

     Your Committee received testimony in support of the nomination for the appointment of Olivia Kim from the Center for Nursing.

 

     Upon review of the testimony, your Committee finds that Ms. Kim's background and dedication to serving the public qualify her to be appointed to the Center for Nursing Advisory Board as a member who is a nursing executive with an active license in the State.  Your Committee notes that Ms. Kim has been a nurse since 2010 and currently works as the President and Administrator for Oahu Care Facility, a skilled nursing and long-term care facility that provides twenty-four-hour nursing care, rehabilitation services, and physical therapy for individuals who require ongoing medical and personal care.  As President and Administrator, Ms. Kim directs daily functions of the facility in accordance with federal, state, and local regulations to ensure compliance and quality care is rendered to residents and oversees the budget and analyzes financial reports to monitor facility needs.  Previously, Ms. Kim was a Nurse Assessment Specialist at Kuakini Geriatric Care, Registered Nurse Supervisor for The Villas post-acute care facility, and Registered Nurse Care Manager at One Kalakaua Senior Living.  Your Committee further notes that Ms. Kim previously served on the State Board of Nursing from 2015 to 2023, gaining extensive experience in board governance and the regulation of nursing licensure.  Your Committee finds that Ms. Kim's experience and knowledge will enhance the effectiveness of the Board.  Your Committee therefore recommends that Olivia Kim be appointed to the Center for Nursing Advisory Board based on her experience, knowledge, and commitment to public service.

 

TERILYN LUKE

 

     Your Committee received testimony in support of the nomination for the appointment of Terilyn Luke from the Center for Nursing; Hawaiʻi Nurses' Association, OPEIU Local 50; Hawaiʻi-American Nurses Association; and five individuals. 

 

     Upon review of the testimony, your Committee finds that Ms. Luke's background and dedication to serving the public qualify her to be appointed to the Center for Nursing Advisory Board as a member who is a nurse with an active license in the State, affiliated with a nurse collective bargaining organization.  Your Committee notes that Ms. Luke has been a registered nurse for over three decades and has been serving as the President of Hawaii Nurses and Healthcare Professionals since 2019, a labor union representing over twelve hundred Kaiser Permanente health care workers across the State.  As President, Ms. Luke has managed the organizational transition from an interim board to a stable, duly elected leadership structure, built a team of experienced labor relations consultants, and increased communication through newsletters and virtual meetings to ensure members are informed of their rights and the union's independent actions.  At the same time, Ms. Luke has been an active leader in the Kaiser Permanente Labor Management Partnership since 2005, serving as Chief Steward and contract specialist, contributing to national labor agreements, and providing training and regional leadership.  Your Committee further notes that Ms. Luke has continuously practiced as a registered nurse with Kaiser Permanente since 1992, bringing decades of hands-on clinical experience across ambulatory, surgical, and inpatient care settings.  Your Committee finds that Ms. Luke has a thorough understanding of the role and responsibilities of board members and her extensive experience in clinical nursing practice and labor organization leadership will enhance the effectiveness of the Board.  Your Committee therefore recommends that Terilyn Luke be appointed to the Center for Nursing Advisory Board based on her knowledge, background, and dedication to public service.

 

     As affirmed by the records of votes of the members of your Committee on Health and Human Services that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
