STAND. COM. REP. NO. 3978

Honolulu, Hawaii

RE:     GOV. MSG. NO. 687

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Sir:

Your Committee on Health and Human Services, to which was referred Governor's Message No. 687, submitting for study and consideration the nomination of:

Policy Advisory Board for Elder Affairs

G.M. No. 687

RICK TABOR

for a term to expire 06-30-2029,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Rick Tabor for service on the Policy Advisory Board for Elder Affairs.

Your Committee received testimony in support of the nomination for the reappointment of Rick Tabor from the Executive Office on Aging, Policy Advisory Board for Elder Affairs, Hawaiʻi Family Caregiver Coalition, Alzheimer's Association-Hawaii, and one individual.

Upon review of the testimony, your Committee finds that Mr. Tabor's background and dedication to serving the public qualify him to be reappointed to the Policy Advisory Board for Elder Affairs.  Your Committee notes that Mr. Tabor is a retired mental health professional with over four decades of experience and is currently serving as the Board President for Hawaii Meals on Wheels, a nonprofit that provides hot and frozen home-delivered meal service for elderly and disabled persons who are unable to cook or shop for themselves.  Previously, Mr. Tabor was the Community Development Director for Generations Magazine, a Hawaii publication that serves as a resource for the State's kupuna and an Operations Manager at Right at Home, developing, promoting, and overseeing in-home services for Oahu's kupuna.  Your Committee further notes that Mr. Tabor is an active member in various community organizations and advocacy groups, including: Bobby Benson Center, Hawaii Pacific Gerontological Society, Alzheimer's Association-Hawaii, and Kokua Council.  Your Committee further finds that Mr. Tabor has been serving on the Policy Advisory Board for Elder Affairs since 2021, currently serves as the Chair of its Legislative Committee and Recognition and Awards Committee, and has a thorough understanding of the role and responsibilities of its members.  Mr. Tabor's extensive experience in the mental field and serving the elderly community will continue to enhance the effectiveness of the Board.  Your Committee therefore recommends that Rick Tabor be reappointed to the Policy Advisory Board for Elder Affairs based on his knowledge, background, and dedication to public service.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Health and Human Services,
