     Your Committee on Judiciary, to which was referred Governor's Message No. 686, submitting for study and consideration the nomination of: 

 

Board of Registration of the Island of Hawai'i

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by Jonathan Simonds for service on the Board of Registration of the Island of Hawaiʻi.

 

     Your Committee received testimony in support of the nomination for the appointment of Jonathan Simonds from five individuals.

 

     Upon review of the testimony, your Committee finds that Mr. Simonds' background and dedication to serving the public qualify him to be appointed to the Board of Registration of the Island of Hawaiʻi.  Your Committee notes that Mr. Simonds has a background in environmental business and technology development and a degree in environmental engineering.  He currently works as a Civil Engineer for the County of Hawaii where he supports the design, construction, maintenance, and operation of civil engineering projects.  He previously worked as a Postharvest Facility Manager at Hawaiʻi ʻUlu Cooperative where he managed operations of the ʻAlae Postharvest Facility, including day-to-day safety and facility maintenance, agricultural process, and facility expansion and development.  Mr. Simonds is also an independent consultant for marine algae biology and cultivation.  Your Committee finds that Mr. Simonds has a thorough understanding of the role and responsibilities of board members and his unique perspective will enhance the effectiveness of the Board of Registration of the Island of Hawaiʻi.  Your Committee therefore recommends that Jonathan Simonds be appointed to the Board of Registration of the Island of Hawaiʻi based on his knowledge, background, and dedication to public service.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
