STAND. COM. REP. NO. 3874

Honolulu, Hawaii

RE:     GOV. MSG. NO. 685

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Sir:

Your Committee on Judiciary, to which was referred Governor's Message No. 685, submitting for study and consideration the nomination of:

Board of Registration of the Island of Oahu

G.M. No. 685

ARIA CASTILLO

for a term to expire 06-30-2030,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Aria Castillo for service on the Board of Registration of the Island of Oahu.

Your Committee received testimony in support of the nomination for the appointment of Aria Castillo from the Hawaiʻi Democratic Party Women's Caucus and twenty-two individuals.

Upon review of the testimony, your Committee finds that Ms. Castillo's background and dedication to serving the public qualify her to be appointed to the Board of Registration of the Island of Oahu as a member.  Your Committee notes that Ms. Castillo has been an office manager at Kamanu Composites since 2017.  Ms. Castillo also works as elections support staff for the Merriman River Group, a position she has held since 2014.  Previously, Ms. Castillo was a business center manager and marketing coordinator at the Grand Hyatt Kauaʻi Resort and Spa in Koloa.  Your Committee further notes that Ms. Castillo is an active member in her community, and was a founding board member of the Hawaiʻi Alliance for Progressive Action, an organization she still actively participates in as the Reclaiming Democracy Program director and Kuleana Academy Program co-founder.  Ms. Castillo also volunteers for the Democratic Party of Hawaiʻi, where she currently serves as the fundraising chair and assistant treasurer.  Your Committee finds that Ms. Castillo has a thorough understanding of the role and responsibilities of board members and her extensive experience in local politics will continue to enhance the effectiveness of the Board of Registration of the Island of Oahu.  Your Committee therefore recommends that Aria Castillo be appointed to the Board of Registration of the Island of Oahu based on her knowledge, background, and dedication to public service.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Judiciary,
