Your Committee reviewed the personal histories, resumes, and statements submitted by Noah Dolim and Graham Hart for service on the Hawaiʻi Historic Places Review Board.
NOAH DOLIM
Your Committee received testimony in support of the nomination for the appointment of Noah Dolim from the Department of Land and Natural Resources and six individuals.
Upon review of the testimony, your Committee finds that Mr. Dolim's background and dedication to serving the public qualify him to be appointed to the Hawaiʻi Historic Places Review Board as a member. Your Committee notes that Mr. Dolim currently works as an Assistant Professor in the History Department at the University of Hawaii at Manoa and has been invited to present and participate in numerous conferences and panels concerning Native Hawaiian history. Additionally, Mr. Dolim has acted as a consultant specializing in Hawaiian history for nationally-syndicated television programs, the podcast Even the Royals, and The New York Times. Your Committee further notes that Mr. Dolim has been an active board member of the Hui Mālama Makanalua since 2014 and maintains professional affiliations with the American Historical Association and Western History Association. Your Committee finds that Mr. Dolim has a thorough understanding of the role and responsibilities of board members and his extensive experience in the field of history will continue to enhance the effectiveness of the Hawaiʻi Historic Places Review Board. Your Committee therefore recommends that Noah Dolim be appointed to the Hawaiʻi Historic Places Review Board based on his knowledge, background, and dedication to public service.
GRAHAM HART
Your Committee received testimony in support of the nomination for the reappointment of Graham Hart from the Department of Land and Natural Resources.
Upon review of the testimony, your Committee finds that Mr. Hart's background and dedication to serving the public qualify him to be reappointed to the Hawaiʻi Historic Places Review Board as a member. Your Committee notes that Mr. Hart has been a professional architect since 2014 and currently works as a partner at Kokomo Studio LLC, which he co-founded in 2018. Mr. Hart is also a curator for Ossipoff Cabin, member of the Advisory Board for the Liljestrand Foundation, and member of the American Institute of Architects. In addition to his academic and professional experience, Mr. Hart has published and presented extensively on architecture and received multiple awards and distinctions for his portfolio of work. Your Committee further notes that Mr. Hart previously served on the Hawaiʻi Historic Places Review Board from 2022 to 2026, where he served as the Board's Vice Chairperson. Your Committee finds that Mr. Hart's experience and knowledge will continue to enhance the effectiveness of the Hawaiʻi Historic Places Review Board. Your Committee therefore recommends that Graham Hart be reappointed to the Hawaiʻi Historic Places Review Board based on his experience, knowledge, and commitment to public service.
As affirmed by the records of votes of the members of your Committee on Water, Land, Culture and the Arts that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
