     Your Committee on Commerce and Consumer Protection, to which was referred Governor's Message Nos. 677 and 678, submitting for study and consideration the nominations of:

     Your Committee reviewed the personal histories, resumes, and statements submitted by Paul Badua, Jr. and Marshall Urrutia for service on the Elevator Mechanics Licensing Board.

 

PAUL BADUA, JR.

 

     Your Committee received testimony in support of the nomination for the appointment of Paul Badua, Jr. from the Department of Commerce and Consumer Affairs; International Union of Elevator Constructors, Local 126; and one individual.

 

     Upon review of the testimony, your Committee finds that Mr. Badua, Jr.'s background and dedication to serving the public qualify him to be appointed to the Elevator Mechanics Licensing Board as a licensee member.  Your Committee notes that Mr. Badua, Jr. currently works as a licensed elevator mechanic with Mitsubishi Elevators, having progressed in the industry since commencing in 2019 and completing the National Elevator Industry Educational Program in 2023.  In the course of Mr. Badua, Jr.'s career, he has gained experience in areas pertaining to the trade such as modernization construction, and repair and service.  Your Committee further notes that Mr. Badua, Jr. is an active member in his profession and serves as a trustee with the International Union of Elevator Constructors, Local 126.  Your Committee finds that Mr. Badua, Jr. has a thorough understanding of the role and responsibilities of board members and his extensive experience as a licensed elevator mechanic will be assets to the Elevator Mechanics Licensing Board.  Your Committee therefore recommends that Paul Badua, Jr. be appointed to the Elevator Mechanics Licensing Board based on his knowledge, background, and dedication to public service.

 

MARSHALL URRUTIA

 

     Your Committee received testimony in support of the nomination for the appointment of Marshall Urrutia from the Department of Commerce and Consumer Affairs; International Union of Elevator Constructors, Local 126; and one individual.

 

     Upon review of the testimony, your Committee finds that Mr. Urrutia's background and desire to serve his community qualify him to be appointed to the Elevator Mechanics Licensing Board as a licensee member.  Your Committee notes that Mr. Urrutia currently works as a licensed elevator mechanic with Schindler Elevator Co., starting in the industry in 2019 and completing his National Elevator Industry Educational Program in 2024.  Previously, Mr. Urrutia was a groundman at Aloha Arbor Care and a Fabricator at Jayco Hawaii where he led several construction jobsites.  Your Committee further notes that Mr. Urrutia is also active in his profession and serves as a trustee with the International Union of Elevator Constructors, Local 126.  Your Committee finds that Mr. Urrutia has a thorough understanding of the role and responsibilities of board members and his background and experience will be assets to the Elevator Mechanics Licensing Board.  Your Committee therefore recommends that Marshall Urrutia be appointed to the Elevator Mechanics Licensing Board based on his knowledge and dedication to serving his community.

 

     As affirmed by the records of votes of the members of your Committee on Commerce and Consumer Protection that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
