STAND. COM. REP. NO. 3931

Honolulu, Hawaii

RE:     GOV. MSG. NO. 673

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Sir:

Your Committee on Health and Human Services, to which was referred Governor's Message No. 673, submitting for study and consideration the nomination of:

Commission on Fatherhood

G.M. No. 673

BRONSON KOBAYASHI

for a term to expire 06-30-2029,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Bronson Kobayashi for service on the Commission on Fatherhood.

Your Committee did not receive any testimony on the nomination for the appointment of Bronson Kobayashi.

Your Committee finds that Mr. Kobayashi's background and dedication to serving the public qualify him to be appointed to the Commission on Fatherhood as a member who is from the County of Hawaii.  Your Committee notes that Mr. Kobayashi has been an emergency medical services professional since 2018 and currently works as a Fire Medical Specialist II and Firefighter for the Hawaii County Fire Department (HFD), where he supervises a team of five to ten first responder personnel during critical incidents, fostering effective communication and collaboration to enhance team efficiency and morale.  Previously at the HFD, Mr. Kobayashi was an Emergency Medical Technician.  Your Committee further notes that Mr. Kobayashi is a father and brings a valuable firsthand perspective on the importance of strong family support systems and active father involvement in strengthening families across the State.  Your Committee finds that Mr. Kobayashi has a thorough understanding of the role and responsibilities of commission members and his extensive experience as an emergency medical services professional and father will enhance the effectiveness of the Commission.  Your Committee therefore recommends that Bronson Kobayashi be appointed to the Commission on Fatherhood based on his knowledge, background, and dedication to public service.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Health and Human Services,
