     Your Committee on Labor and Technology, to which was referred Governor's Message No. 671, submitting for study and consideration the nomination of: 

 

Board of Directors of the Pacific International Space Center for Exploration Systems

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by William Frisbee for service on the Board of Directors of the Pacific International Space Center for Exploration Systems.

 

     Your Committee received testimony in support of the nomination for the appointment of William Frisbee from the University of Hawaiʻi at Hilo.

 

     Upon review of the testimony, your Committee finds that Mr. Frisbee's background and dedication to serving the public qualify him to be appointed to the Board of Directors of the Pacific International Space Center for Exploration Systems as a member from government, industry, and academia, both national and international, with appropriate professional interests and backgrounds.  Your Committee notes that Mr. Frisbee has been a systems engineer since 2003 and currently works as a Senior Windows System Engineer at Enel X.  Previously, Mr. Frisbee was a Senior Systems Engineer II and IT Operations Manager at Abiomed, Inc.  Your Committee further notes that Mr. Frisbee is currently a Major in the Hawaii Civil Air Patrol, serving as Lyman Field Deputy Commander of Cadets, Aerospace Education Officer, and Hawaii Wing Director of Aerospace Education.  In these roles, Mr. Frisbee teaches science, technology, engineering, and mathematics (STEM) to cadets and the broader community, while overseeing aerospace education programs across eleven squadrons statewide.  Mr. Frisbee actively promotes STEM engagement through community events, including volunteer service with the Hawaii State Science and Engineering Fair.  Beyond his professional expertise, Mr. Frisbee is a dedicated advocate for Hawaii's role in the global space economy.  Your Committee finds that Mr. Frisbee has a thorough understanding of the role and responsibilities of board members and his technical expertise, educational leadership, and hands-on experience in high-powered rocketry, large-scale radio-controlled aircraft, and drones will continue to enhance the effectiveness of the Board of Directors of the Pacific International Space Center for Exploration Systems.  Your Committee therefore recommends that William Frisbee be appointed to the Board of Directors of the Pacific International Space Center for Exploration Systems based on his knowledge, background, and dedication to public service.

 

     As affirmed by the record of votes of the members of your Committee on Labor and Technology that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
