     Your Committee on Health and Human Services, to which was referred Governor's Message No. 663, submitting for study and consideration the nomination of:

     Your Committee reviewed the personal history, resume, and statement submitted by Tammie Napoleon for service on the Center for Nursing Advisory Board.

 

     Your Committee received testimony in support of the nomination for the appointment of Tammie Napoleon from the Center for Nursing and Mayor of the County of Kauai.

 

     Upon review of the testimony, your Committee finds that Ms. Napoleon's background and dedication to serving the public qualify her to be appointed to the Center for Nursing Advisory Board as a member who is a doctorally-prepared nurse educator with an active license in the State.  Your Committee notes that Ms. Napoleon is a pediatric nurse practitioner with three decades of nursing experience and currently works as the Interim Dean of Career and Technical Education and the Office of Continuing Education and Training at Kauai Community College (KCC) and as an Adjunct Faculty Lecturer at the University of Hawaii at Hilo, which has given her an understanding of nursing workforce challenges, regulatory considerations, and student development, particularly in rural communities.  Previously at KCC, Ms. Napoleon served for nearly two decades as a Professor of Nursing and Chairperson of the Health Education Division.  Your Committee further notes that Ms. Napoleon previously served on the State Board of Nursing from 2016 to 2023, demonstrating her experience with nursing licensure, regulatory processes, policy development, and professional standards in the State.  Your Committee finds that Ms. Napoleon has a thorough understanding of the role and responsibilities of board members and her experience and knowledge will enhance the effectiveness of the Board.  Your Committee therefore recommends that Tammie Napoleon be appointed to the Center for Nursing Advisory Board based on her experience, knowledge, and commitment to public service.

 

     As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
