STAND. COM. REP. NO. 3851

Honolulu, Hawaii

RE:     GOV. MSG. NO. 644

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Sir:

Your Committee on Hawaiian Affairs, to which was referred Governor's Message No. 644, submitting for study and consideration the nomination of:

Island Burial Council, Island of Hawaii

G.M. No. 644

CAYLA CRIVELLO

for a term to expire 06-30-2027,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Cayla Crivello for service on the Island Burial Council, Island of Hawaii.

Your Committee received testimony in support of the nomination for the reappointment of Cayla Crivello from the Department of Land and Natural Resources, Office of Hawaiian Affairs, and one individual.

Upon review of the testimony, your Committee finds that Ms. Crivello's background and dedication to serving the public qualify her to be reappointed to the Island Burial Council, Island of Hawaii as a member representing Kona.  Ms. Crivello resides on the island of Hawaii where she has deep genealogical ties to the Kona district, which serve as a driving force behind her work and the many roles she has assumed within the communities she serves, through which she has developed a strong commitment to supporting others in reclaiming their own identities through the practice of relationships to land and community.  Your Committee notes that Ms. Crivello currently works as a Cultural Liaison at Hokulia Park and Cultural Sites Association, where she oversees the implementation of preservation and burial treatment plans, conducts site monitoring, ensures compliance with state historic preservation laws, and facilitates consultation and access for lineal descendants.  Ms. Crivello has spent many years learning from and working within the ancient and historic trail systems of Hawaii Island and engaging with these pathways through both their tangible and intangible teachings.  Your Committee further notes that Ms. Crivello has been serving on the Island Burial Council, Island of Hawaii since 2021 as a large landowner representative and has served as the Chair since 2025.  Your Committee finds that Ms. Crivello's experience and knowledge will continue to enhance the effectiveness of the Island Burial Council, Island of Hawaii.  Your Committee therefore recommends that Cayla Crivello be reappointed to the Island Burial Council, Island of Hawaii based on her experience, knowledge, and commitment to public service.

As affirmed by the record of votes of the members of your Committee on Hawaiian Affairs that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Hawaiian Affairs,
