     Your Committee on Public Safety and Military Affairs, to which was referred Governor's Message No. 625, submitting for study and consideration the nomination of: 

 

Hawai'i Advisory Council on Emergency Management

     Your Committee reviewed the personal history, resume, and statement submitted by Robert Harter for service on the Hawaiʻi Advisory Council on Emergency Management.

 

Your Committee received testimony in support of the nomination for the appointment of Robert Harter from the Department of Emergency Management of the City and County of Honolulu and three individuals.

 

     Upon review of the testimony, your Committee finds that Mr. Harter's background and dedication to serving the public qualify him to be appointed to the Hawaiʻi Advisory Council on Emergency Management as a member.  Your Committee notes that Mr. Harter was a disaster and emergency management professional from 2011 to 2025 when he retired from his role as an emergency management staff officer in the Department of Emergency Management of the City and County of Honolulu.  Previously, Mr. Harter was a United States Army Officer and retired at the rank of colonel.  Your Committee further notes that Mr. Harter is an active member in his profession, and has volunteered with the American Red Cross performing disaster services since 1991.  Your Committee finds that Mr. Harter has a thorough understanding of the role and responsibilities of board members and his extensive experience in disaster and emergency management will continue to enhance the effectiveness of the Hawaiʻi Advisory Council on Emergency Management.  Your Committee therefore recommends that Robert Harter be appointed to the Hawaiʻi Advisory Council on Emergency Management based on his knowledge, background, and dedication to public service.

 

     As affirmed by the record of votes of the members of your Committee on Public Safety and Military Affairs that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
