STAND. COM. REP. NO. 3842

Honolulu, Hawaii

RE:     GOV. MSG. NO. 614

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Sir:

Your Committee on Agriculture and Environment, to which was referred Governor's Message No. 614, submitting for study and consideration the nomination of:

Environmental Advisory Council

G.M. No. 614

MARK GORDON

for a term to expire 06-30-2029,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Mark Gordon for service on the Environmental Advisory Council.

Your Committee received testimony in support of the nomination for the appointment of Mark Gordon from the Department of Business, Economic Development, and Tourism; Office of Planning and Sustainable Development; State Environmental Advisory Council; Pacific Biodiesel; and one individual.

Upon review of the testimony, your Committee finds that Mr. Gordon's background and dedication to serving the public qualify him to be appointed to the Environmental Advisory Council.  Your Committee notes that Mr. Gordon has been an environmental health and safety professional since 2006 and currently works as an Environmental Health and Safety Manager with the JMDecker Group in Hilo where he provides expert advice to employers on compliance with guidance provided by the Occupational Safety and Health Administration and Environmental Protection Agency.  Previously, Mr. Gordon was an Environmental Health and Safety Specialist with the Santa Clara Valley Transportation Authority where he was responsible for all environmental health and safety issues regarding the Bus and Light Rail Divisions.  Your Committee further notes that Mr. Gordon is an active member in his community and volunteers with Habitat for Humanity.  Your Committee finds that Mr. Gordon has a thorough understanding of the role and responsibilities of council members and his extensive experience in environmental health and safety will enhance the effectiveness of the Environmental Advisory Council.  Your Committee therefore recommends that Mark Gordon be appointed to the Environmental Advisory Council based on his knowledge, background, and dedication to public service.

As affirmed by the record of votes of the members of your Committee on Agriculture and Environment that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Agriculture and Environment,
