STAND. COM. REP. NO. 3814

Honolulu, Hawaii

RE:     GOV. MSG. NO. 592

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Sir:

Your Committee on Commerce and Consumer Protection, to which was referred Governor's Message No. 592, submitting for study and consideration the nomination of:

Pest Control Board

G.M. No. 592

TERRANCE MANAGO

for a term to expire 06-30-2029,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Terrance Manago for service on the Pest Control Board.

Your Committee received testimony in support of the nomination for the reappointment of Terrance Manago from the Pest Control Board, Hawaii Pest Control Association, and two individuals.

Upon review of the testimony, your Committee finds that Mr.  Manago's experience, knowledge, and proven leadership on the Pest Control Board qualify him for reappointment to the Pest Control Board as a licensee member.  Your Committee notes that Mr. Manago has forty years of experience in the pest control industry and has been licensed as a pest control operator in Hawaii since 2000.  Mr. Manago has owned and operated Hawaii Pest Solutions, Inc. since 2009, and was previously Chief Executive Officer and operator of Integrated Pest Management and Branch Manager at Island Termite DBA Terminix.  Mr. Manago is also an active member of the Hawaii Pest Control Association and previously served as its President.  Your Committee further notes that Mr. Manago has served pervious terms on the Pest Control Board and has also served as the Board's Chair.  Your Committee finds that Mr. Manago's experience and knowledge of the pest control industry will continue to be assets to the Pest Control Board.  Your Committee therefore recommends that Terrance Manago be reappointed to the Pest Control Board based on his extensive governance and management experience, industry knowledge, and commitment to public service.

As affirmed by the record of votes of the members of your Committee on Commerce and Consumer Protection that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Commerce and Consumer Protection,
