Your Committee reviewed the personal histories, resumes, and statements submitted by Albert Denis, Nolan Miyahara, and Robert Collins for service on the Motor Vehicle Repair Industry Board.
ALBERT DENIS
Your Committee received testimony in support of the nomination for the appointment of Albert Denis from the Motor Vehicle Repair Industry Board, Roberts Hawaii, and one individual.
Upon review of the testimony, your Committee finds that Mr. Denis's background and dedication to serving the public qualify him to be appointed to the Motor Vehicle Repair Industry Board as a public member. Your Committee notes that Mr. Denis has been a forensic security expert and consultant for forty-five years and currently works with Securitas Security Services as a licensed Responsible Principal Guard. Previously, Mr. Denis was Chairman of the Board and CEO of Safeguard Services, Inc. from 1984 to 2006. Your Committee notes that Mr. Denis previously served on the Board of Private Detectives and Guards for multiple terms, but most recently from 2016 to 2023, where he served as an industry member. Your Committee further notes that Mr. Denis has served as an interim member of the Motor Vehicle Repair Industry Board since 2025 and has a thorough understanding of the roles and responsibilities of its members. Your Committee therefore recommends that Albert Denis be appointed to the Motor Vehicle Repair Industry Board based on his knowledge, experience, and commitment to public service.
NOLAN MIYAHARA
Your Committee received testimony in support of the nomination for the appointment of Nolan Miyahara from the Motor Vehicle Repair Industry Board and one individual.
Upon review of the testimony, your Committee finds that Mr. Miyahara's experience, background, and commitment to public service qualify him for appointment to the Motor Vehicle Repair Industry Board as a licensee member. During the course of Mr. Miyahara's career, he has gained broad experience and knowledge about the motor vehicle repair industry. Your Committee notes that Mr. Miyahara has worked as a Program Coordinator at Leeward Community College since 2016 where he is the capstone instructor for the Automotive Technology Program and a National Institute for Automotive Excellence Certified Master Technician. Previously, Mr. Miyahara worked for twenty years in the motor vehicle repair industry, including as Lead Technician with Servco Auto Leeward Waipahu, and served as a State Vehicle Safety Inspector for over fifteen years. Your Committee further notes that Mr. Miyahara has served as an interim member of the Motor Vehicle Repair Industry Board since 2025 and has a thorough understanding of the roles and responsibilities of its members. Your Committee therefore recommends that Nolan Miyahara be appointed to the Motor Vehicle Repair Industry Board based on his experience, background, and dedication to public service.
ROBERT COLLINS
Your Committee received testimony in support of the nomination for the appointment of Robert Collins from the Motor Vehicle Repair Industry Board.
Upon review of the testimony, your Committee finds that Mr. Collins's background, knowledge, and commitment to public service qualify him for appointment to the Motor Vehicle Repair Industry Board as an industry member. Your Committee notes that Mr. Collins has over thirty years of automotive industry experience and since 2012 he has served as the President and Owner of SH Fender Shop, Inc. where he manages and operates a full‑service auto collision repair and painting facility. Previously, Mr. Collins served in the United States Marine Corps and worked as an Auto Damage Claims Supervisor for GEICO Insurance. Mr. Collins is also an active member in his profession and serves as Vice President of the Automotive Body and Painting Association of Hawaii. Your Committee further notes that Mr. Collins has served as an interim member of the Motor Vehicle Repair Industry Board since 2025 and is the current Chairperson of the Board. Your Committee therefore recommends that Robert Collins be appointed to the Motor Vehicle Repair Industry Board based on his knowledge, experience, and desire to serve his community.
