     Your Committee on Commerce and Consumer Protection, to which was referred Governor's Message Nos. 582 and 583, submitting for study and consideration the nominations of:

SHERRIE TAKUSHI-ISARA

     Your Committee reviewed the personal histories, resumes, and statements submitted by Sean Scanlan and Sherrie Takushi-Isara for service on the Board of Psychology.

 

SEAN SCANLAN

 

     Your Committee received testimony in support of the nomination for the appointment of Sean Scanlan from the Board of Psychology, Chaminade University of Honolulu, Hawaii Medical Service Association, and two individuals.

 

     Upon review of the testimony, your Committee finds that Dr. Scanlan's experience, background, and commitment to public service qualify him for appointment to the Board of Psychology as a licensee member.  During the course of Dr. Scanlan's career, he has gained broad experience and knowledge of the psychology profession.  Your Committee notes that Dr. Scanlan has worked as the Doctor of Psychology Program Director at the Hawaiʻi School of Professional Psychology at Chaminade University of Honolulu since 2019 where he manages the program's American Psychological Association accreditation and oversees academic, fiscal, and operational activities.  Previously, Dr. Scanlan was the Doctor of Psychology Program Dean at the Hawaiʻi School of Professional Psychology at Argosy University.  Your Committee further notes that Dr. Scanlan has held clinical, training, and leadership roles in the psychology profession since 2000 and he has been a licensed psychologist in the State since 2005.  Dr. Scanlan is also an active member in his professional community and is currently a member of the Hawaiʻi Psychological Association, having previously served as President and is also a member of the American Psychological Association.  Your Committee further notes that Dr. Scanlan has been serving as an interim member of the Board of Psychology and has a thorough understanding of the roles and responsibilities of its members.  Your Committee therefore recommends that Sean Scanlan be appointed to the Board of Psychology based on his knowledge, experience, and commitment to public service.

 

SHERRIE TAKUSHI-ISARA

 

     Your Committee received testimony in support of the nomination for the appointment of Sherrie Takushi-Isara from the Board of Psychology and six individuals.

 

     Upon review of the testimony, your Committee finds that Dr. Takushi-Isara's extensive background, knowledge, and dedication to public service qualify her for appointment to the Board of Psychology as a licensee member.  During the course of Dr. Takushi-Isara's career of forty years, she has gained comprehensive knowledge and clinical experience in psychology.  Your Committee notes that Dr. Takushi-Isara has been a licensed and practicing clinical psychologist in Hawaii since 2001 and has served at the Sex Abuse Treatment Center of Kapiʻolani Medical Center for Women and Children and in private practice,  where she provides clinical consultation and supervision and individual and family therapy services.  Dr. Takushi-Isara has also been a Clinical Program Manager at the Sex Abuse Treatment Center, where she developed standards of care, undertook program planning, and oversaw the delivery of psychology services and programs.  Dr. Takushi-Isara is involved in the community and the psychology profession and serves as Vice President of the Hawaii Psychological Association Foundation.  Dr. Takushi-Isara is also Executive Director and Founder of Making Ends Meet, a nonprofit that provides emergency financial assistance to individuals experiencing hardship.  Your Committee further notes that Dr. Takushi-Isara has been serving as an interim member of the Board of Psychology and has an understanding of the roles and responsibilities of its members.  Your Committee therefore recommends that Sherrie Takushi-Isara be appointed to the Board of Psychology based on her professional expertise, experience, and dedication to serving the community.

 

     As affirmed by the records of votes of the members of your Committee on Commerce and Consumer Protection that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
