Your Committee on Commerce and Consumer Protection, to which was referred Governor's Message No. 577, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by Leo Williams for service on the Board of Barbering and Cosmetology.
Your Committee received testimony in support of the nomination for the appointment of Leo Williams from the Department of Commerce and Consumer Affairs.
Upon review of the testimony, your Committee finds that Mr. Williams' background and dedication to serving the public qualify him to be appointed to the Board of Barbering and Cosmetology as a licensed barber member. Your Committee notes that Mr. Williams has more than forty years of experience in the barbering and cosmetology industry in the State and is currently Vice President, School Principal, and Director of Education at Hawaii Institute of Hair Design, where he provides leadership to staff and faculty and instructs trainees in barbering and shop and salon operations. Mr. Williams also owned and operated VIP Salon from 2003 to 2005 and worked as a cosmetologist at LGW Salon from 2008 to 2020 in addition to his teaching responsibilities. Your Committee notes that Mr. Williams is also dedicated to public service and performs free haircuts for children attending Kalaeloa Youth Challenge and at various hospitals and charity events. Your Committee finds that Mr. Williams has a comprehensive understanding of the barbering and cosmetology industry in the State and his experience will enhance the effectiveness of the Board of Barbering and Cosmetology. Your Committee therefore recommends that Leo Williams be appointed to the Board of Barbering and Cosmetology based on his knowledge, background, and desire to serve his community.
