     Your Committee on Judiciary, to which was referred Governor's Message No. 574, submitting for study and consideration the nomination of: 

 

Commission to Promote Uniform Legislation

MICHAEL TANOUE

for a term to expire 06-30-2028,

 

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by Michael Tanoue for service on the Commission to Promote Uniform Legislation.

 

     Your Committee received testimony in support of the nomination for the reappointment of Michael Tanoue from the Department of the Attorney General and five individuals.

 

     Upon review of the testimony, your Committee finds that Mr. Tanoue's background and dedication to serving the public qualify him to be reappointed to the Commission to Promote Uniform Legislation as a Commissioner.  Your Committee notes that Mr. Tanoue has practiced insurance law for over thirty years and has been the Vice President, General Counsel, and Secretary of Island Insurance Company, Ltd. since April 2019.  Previously, Mr. Tanoue was the President of the Pacific Law Group from May 1999 to March 2019.  Your Committee further notes that Mr. Tanoue has also served as a committee member on the Hawaii Supreme Court Committee on Pattern Civil Jury Instructions since 1994 and continues to work with trial court judges and experienced attorneys appointed by the Hawaii Supreme Court to draft pattern civil jury instructions in all areas of law.  Your Committee finds that Mr. Tanoue has served as a Commissioner since 2022 and his experience and knowledge will continue to enhance the effectiveness of the Commission to Promote Uniform Legislation.  Your Committee therefore recommends that Michael Tanoue be reappointed to the Commission to Promote Uniform Legislation based on his experience, knowledge, and commitment to public service.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
