     Your Committee on Health and Human Services, to which was referred Governor's Message No. 559, submitting for study and consideration the nomination of:

     Your Committee reviewed the personal history, resume, and statement submitted by Peter Sybinsky for service on the Statewide Health Coordinating Council.

 

     Your Committee received testimony in support of the nomination for the appointment of Peter Sybinsky from the State Health Planning and Development Agency, Hawaii Medical Service Association, and one individual.

 

     Upon review of the testimony, your Committee finds that Mr. Sybinsky's background and dedication to serving the public qualify him to be appointed to the Statewide Health Coordinating Council as a member representing health care providers.  Your Committee notes that Mr. Sybinsky has over four decades of experience in health care management and administration and recently served as President and Chief Executive Officer of the Hawaii Health Information Corporation from 2010 to 2018, a nonprofit state data organization that provides database and analytic services to health care providers in the State, where he provided direction, leadership, and vision to the organization to improve the quality of health care in the State through collection, management, and analysis of data.  Previously, Mr. Sybinsky served as the Director and Deputy Director of the Department of Health, where he oversaw sixty-five hundred employees and over eighty statewide programs.  Your Committee further notes that over the course of Mr. Sybinsky's career, he has served in various health care leadership positions across multiple states, including as the Chief of Staff for Public Health services at the Department of Health and Mental Hygiene in Maryland, Chief Executive Officer for the Association of Maternal and Child Health Programs in Washington, D.C., and Chief Executive Officer of the Family and Social Services Administration in Indiana.  Your Committee finds that Mr. Sybinsky has a thorough understanding of the role and responsibilities of council members and his extensive experience in health care management and leadership will enhance the effectiveness of the Council.  Your Committee therefore recommends that Peter Sybinsky be appointed to the Statewide Health Coordinating Council based on his knowledge, background, and dedication to public service.

 

     As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
