     Your Committee on Health and Human Services, to which was referred Governor's Message No. 551, submitting for study and consideration the nomination of: 

 

State Council on Developmental Disabilities

     Your Committee reviewed the personal history, resume, and statement submitted by Amanda Luning for service on the State Council on Developmental Disabilities.

 

     Your Committee received testimony in support of the nomination for the appointment of Amanda Luning from the Hawaii Disability Rights Center.

 

     Your Committee finds that Ms. Luning's experience, knowledge, and leadership in behavioral health and family-centered services qualify her to serve on the State Council on Developmental Disabilities.  Your Committee notes that Ms. Luning has been a Licensed Mental Health Counselor since 2017 and currently serves as Executive Director of the Hawaiʻi FASD Action Group, a nonprofit organization dedicated to raising awareness, advancing education, and promoting research on Fetal Alcohol Spectrum Disorders (FASD) in the State.  At Hawaiʻi FASD Action Group, Ms. Luning participated in legislative advocacy, including bill development, provision of written and in-person testimony, meetings with local legislators, and coordination with advocacy groups and individuals to advance legislation and policies that support public awareness and individuals and families affected by FASD.  Previously, Ms. Luning held multiple leadership positions at The Salvation Army Family Treatment Services, where she oversaw quality assurance, strategic planning, clinical programming, and interdisciplinary teams.  Your Committee further finds that Ms. Luning has a thorough understanding of the role and responsibilities of board members and her extensive experience in program management, developmental evaluations, and community advocacy will enhance the effectiveness of the State Council on Developmental Disabilities.  Your Committee therefore recommends that Amanda Luning be appointed to the State Council on Developmental Disabilities based on her experience, knowledge, and commitment to public service.

 

     As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
