RE:     GOV. MSG. NOS. 547, 550

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Sir:

Your Committee on Health and Human Services, to which was referred Governor's Message Nos. 547 and 550, submitting for study and consideration the nominations of:

Radiologic Technology Board

G.M. No. 547

RENA SHIMATA

for a term to expire 06-30-2029; and

G.M. No. 550

DAVID WADSWORTH

for a term to expire 06-30-2029,

begs leave to report as follows:

Your Committee reviewed the personal histories, resumes, and statements submitted by Rena Shimata and David Wadsworth for service on the Radiologic Technology Board.

RENA SHIMATA

Your Committee received testimony in support of the nomination for the appointment of Rena Shimata from the Department of Health and four individuals.

Upon review of the testimony, your Committee finds that Ms. Shimata's experience, background, and commitment to public service qualify her for appointment to the Radiologic Technology Board as a member with at least five years of experience who is certified and engaged in the practice of nuclear medicine technology.   During the course of Ms. Shimata's career, she has gained broad experience and knowledge about nuclear medicine and radiology technology.  Your Committee notes that Ms. Shimata is a radiologic technologist certified in radiography and nuclear medicine technology by the American Registry of Radiologic Technologists, who has worked as a Nuclear Medicine Technologist at Straub Benioff Medical Center since 2018, where she performs diagnostic imaging using radiopharmaceuticals, ensures proper patient care, and standardizes policy and procedures related to nuclear medicine technology at her facility.  Previously, Ms. Shimata served as a Radiology Technologist and Radiology Patient Transporter for Medsmart Inc. in Nevada.  Ms. Shimata's experience serving in different hospitals, multiple modalities, and another state has given her a broad perspective on radiology and an understanding of the many different aspects of the field.  Your Committee further notes that Ms. Shimata served as a member of the Radiologic Technology Board in 2023, and has been serving as an interim member since 2025, and has a thorough understanding of the roles and responsibilities of its members.  Your Committee therefore recommends that Rena Shimata be appointed to the Radiologic Technology Board based on her knowledge, experience, and commitment to public service.

DAVID WADSWORTH

Your Committee received testimony in support of the nomination for the appointment of David Wadsworth from the Department of Health and one individual.

Upon review of the testimony, your Committee finds that Mr. Wadsworth's experience, background, and commitment to public service qualify him for appointment to the Radiologic Technology Board as a member with at least five years of experience who is certified in the practice of radiography.  During the course of Mr. Wadsworth's career, he has gained broad experience and knowledge about radiologic technology.  Your Committee notes that Mr. Wadsworth is a radiologic technologist certified in radiography by the American Registry of Radiologic Technologists, who has worked as a Surgical Radiologic Technologist at Surgicare of Hawaii since 2021, where he performs diagnostic imaging, supports radiation safety, and assists physicians in the operating room.  Mr. Wadsworth has also been serving as a Radiologic Special Procedures Technologist in Urologic Surgical Procedures with The Queen's Medical Center since 2001, where his responsibilities include training junior special procedure technicians.  Previously, Mr. Wadsworth served as a Lead Radiographer at The Queen's Medical Center.  Your Committee further notes that Mr. Wadsworth has served as an interim member of the Radiologic Technology Board since 2025 and has a thorough understanding of the roles and responsibilities of its members.  Your Committee therefore recommends that David Wadsworth be appointed to the Radiologic Technology Board based on his knowledge, experience, and commitment to public service.

As affirmed by the records of votes of the members of your Committee on Health and Human Services that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.

Respectfully submitted on behalf of the members of the Committee on Health and Human Services,
