     Your Committee on Health and Human Services, to which was referred Governor's Message No. 543, submitting for study and consideration the nomination of: 

 

Health Planning Council, Windward Oahu Subarea

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by Ella Siroskey for service on the Health Planning Council, Windward Oahu Subarea.

 

     Your Committee received testimony in support of the nomination for the appointment of Ella Siroskey from the State Health Planning and Development Agency, one member of the House of Representatives, one member of the Honolulu City Council, Hawaiian Islands Chapter of the American Association of Critical-Care Nurses, and three individuals.

 

     Upon review of the testimony, your Committee finds that Ms. Siroskey's background and dedication to serving the public qualify her to be appointed to the Health Planning Council, Windward Oahu Subarea.  Your Committee notes that Ms. Siroskey has been a Critical-Care Registered Nurse since 1988 and is currently retired.  Ms. Siroskey most recently worked as a Coordinator for Staff Development, Infection Control, and Performance Improvement at Kahuku Medical Center from 2004 to 2014.  Previously, Ms. Siroskey spent over a decade serving primarily as a staff nurse, specializing in Intensive Care Units, with additional roles as a patient care coordinator and nurse manager, at various hospitals, medical centers, and health care organizations in Hawaii, Illinois, and Nevada.  Your Committee further notes that Ms. Siroskey is an active member in her community and serves on the Board of Directors for the Hawaiian Islands Chapter of the American Association of Critical-Care Nurses and on the Board of Directors for Hui O Hauʻula.  Your Committee finds that Ms. Siroskey has a thorough understanding of the role and responsibilities of council members and her extensive experience as a Critical-Care Nurse will enhance the effectiveness of the Council.  Your Committee therefore recommends that Ella Siroskey be appointed to the Health Planning Council, Windward Oahu Subarea based on her knowledge, background, and dedication to public service.

 

     As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
