     Your Committee on Health and Human Services, to which was referred Governor's Message No. 541, submitting for study and consideration the nomination of: 

 

Health Planning Council, West Oahu Subarea

     Your Committee reviewed the personal history, resume, and statement submitted by Christine Cabingabang-Tingcang for service on the Health Planning Council, West Oahu Subarea.

 

     Your Committee received testimony in support of the nomination for the appointment of Christine Cabingabang-Tingcang from the State Health Planning and Development Agency.

 

     Upon review of the testimony, your Committee finds that Ms. Cabingabang-Tingcang's background and dedication to serving the public qualify her to be appointed to the Health Planning Council, West Oahu Subarea.  Your Committee notes that Ms. Cabingabang-Tingcang has been a health care professional for over two decades and currently works as a Clinical Operations Manager at MSMP Physician Collaborative, where she leads care coordination and quality improvement efforts for primary care practices across Oahu, Maui, and Hawaii island.  Previously, Ms. Cabingabang-Tingcang led various clinical teams in designing and implementing coordinated, cost-effective systems of care at FirstVitals Health & Wellness, Ohana Health Plan, and Hawaii-Western Management Group.  Your Committee further notes that Ms. Cabingabang-Tingcang is an active member in her community, and volunteers with Saint Francis Medical Center, delivering hospice care services, and with Inspire Church through its Children's Ministry.  Your Committee finds that Ms. Cabingabang-Tingcang has a thorough understanding of the role and responsibilities of council members and her extensive experience in clinical operations management and health care quality improvement will enhance the effectiveness of the Council.  Your Committee therefore recommends that Christine Cabingabang-Tingcang be appointed to the Health Planning Council, West Oahu Subarea based on her knowledge, background, and dedication to public service.

 

     As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
