Honolulu, Hawaii

RE:     GOV. MSG. NO. 539

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Sir:

Your Committee on Health and Human Services, to which was referred Governor's Message No. 539, submitting for study and consideration the nomination of:

Health Planning Council, Honolulu County Subarea

G.M. No. 539

JODI HASHIMOTO

for a term to expire 06-30-2029,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Jodi Hashimoto for service on the Health Planning Council, Honolulu County Subarea.

Your Committee received testimony in support of the nomination for the appointment of Jodi Hashimoto from the State Health Planning and Development Agency and Healthcare Association of Hawaii.

Upon review of the testimony, your Committee finds that Ms. Hashimoto's background and dedication to serving the public qualify her to be appointed to the Health Planning Council, Honolulu County Subarea.  Your Committee notes that Ms. Hashimoto has over three decades of experience in health care consulting and has been working as a Partner at SH Consulting LLC since 2003.  Previously, Ms. Hashimoto was a consultant at Ernst & Young and Cap Gemini Ernst & Young from 1993 to 2003.  As a consultant, Ms. Hashimoto has worked with health care organizations and government entities in the State on performance improvement, financial analysis, health care revenue cycle improvement, and system implementations, providing high-quality analysis to inform policy development at the state and federal level.  Further, Ms. Hashimoto has managed a wide array of projects in collaboration with health care providers, such as the start-up of a statewide hospital data collection and reporting program, supporting a collaborative statewide community health needs assessment for private hospitals, and conducting health care workforce needs surveys.  Your Committee finds that Ms. Hashimoto has a thorough understanding of the role and responsibilities of council members and her extensive experience in health care consulting will enhance the effectiveness of the Council.  Your Committee therefore recommends that Jodi Hashimoto be appointed to the Health Planning Council, Honolulu County Subarea based on her knowledge, background, and dedication to public service.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Health and Human Services,
