STAND. COM. REP. NO. 3812

Honolulu, Hawaii

RE:     GOV. MSG. NO. 533

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Sir:

Your Committee on Health and Human Services, to which was referred Governor's Message No. 533, submitting for study and consideration the nomination of:

Emergency Medical Services Advisory Committee

G.M. No. 533

LAURA MALLERY-SAYRE

for a term to expire 06-30-2029,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Laura Mallery-Sayre for service on the Emergency Medical Services Advisory Committee.

Your Committee received testimony in support of the nomination for the appointment of Laura Mallery-Sayre from the Department of Health, two members of the Hawaiʻi County Council, and eighteen individuals.

Upon review of the testimony, your Committee finds that Ms. Mallery-Sayre's experience, knowledge, and record of public service qualify her to serve on the Emergency Medical Services Advisory Committee as a member who is a consumer of health care representing the County of Hawaii.  Your Committee notes that Ms. Mallery-Sayre has over four decades of experience in dental hygiene clinical practice, education, and professional leadership and has long been active in national and state professional organizations.  She has also worked extensively in nonprofit and community engagement roles, including serving as the Executive Director of the Daniel R. Sayre Memorial Foundation, a volunteer-run, nonprofit organization she co-found in 1997, dedicated to providing essential equipment and training to the Hawaii County Fire Department.  Your Committee further finds that Ms. Mallery-Sayre has a thorough understanding of the role and responsibilities of board members and her extensive experience in public dental health advocacy and emergency response support will enhance the effectiveness of the Emergency Medical Services Advisory Committee.  Your Committee therefore recommends that Laura Mallery-Sayre be appointed to the Emergency Medical Services Advisory Committee based on her experience, knowledge, and commitment to public service.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Health and Human Services,
