Your Committee on Health and Human Services, to which was referred Governor's Message No. 529, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by Joy Koerte for service on the Board of Directors of the Hawaii Health Systems Corporation.

Your Committee received testimony in support of the nomination for the appointment of Joy Koerte from the Board of Directors of the Hawaii Health Systems Corporation.

Upon review of the testimony, your Committee finds that Ms. Koerte's experience, background, and commitment to public service qualify her for appointment to the Board of Directors of the Hawaii Health Systems Corporation as a member residing on the island of Kauai. During the course of Ms. Koerte's career, she has gained broad experience and knowledge about public relations, community outreach, and strategic planning. Your Committee notes that Ms. Koerte has been working as the Founder and Partner for Fujita & Miura Public Relations for over twenty-five years, where she provides strategic guidance, philanthropy advisement, communications support, and business consultation to nonprofit, private, and government clients across a variety of industries, including clients in the health care industry, contributing to her understanding of the challenges and opportunities that local companies face. Ms. Koerte is also an active member in her community and served on various boards of directors, including as a Secretary and Treasurer for ʻOhana Pacific Foundation Board, board chair for ʻAe Kamaliʻi Preschool, and board chair for the Kauai Chamber of Commerce. Your Committee further notes that Ms. Koerte has served as an interim member of the Board of Directors of the Hawaii Health Systems Corporation and has a thorough understanding of the roles and responsibilities of its members. Your Committee therefore recommends that Joy Koerte be appointed to the Board of Directors of the Hawaii Health Systems Corporation based on her knowledge, experience, and commitment to public service.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
