STAND. COM. REP. NO. 3122

Honolulu, Hawaii

RE:     GOV. MSG. NO. 506

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2026

State of Hawaii

Sir:

Your Committee on Judiciary, to which was referred Governor's Message No. 506, submitting for study and consideration the nomination of:

Commission to Promote Uniform Legislation

G.M. No. 506

LANI EWART

for a term to expire 06-30-2029,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Lani Ewart for service on the Commission to Promote Uniform Legislation.

Your Committee received testimony in support of the nomination for the reappointment of Lani Ewart from the Department of the Attorney General and four individuals.

Upon review of the testimony, your Committee finds that Ms. Ewart's background and dedication to serving the public qualify her to be reappointed to the Commission to Promote Uniform Legislation as a Commissioner.  Your Committee notes that Ms. Ewart has been a lawyer licensed to practice law in the State since 1976 and is currently a partner with the Honolulu law firm of Goodsill Anderson Quinn & Stifel LLP where her practice focuses on commercial finance and real estate transactions.  Your Committee further notes that Ms. Ewart was appointed as a Commissioner to the Commission to Promote Uniform Legislation in 1977 and became a Life Member of the National Conference of Commissioners on Uniform State Laws in 1998. Since her initial appointment, Ms. Ewart has attended and actively participated in meetings of the Commission to Promote Uniform Legislation and has contributed to the Commission's review of proposed uniform acts that may be considered for adoption in the State.  Your Committee finds that Ms. Ewart's experience and knowledge will continue to enhance the effectiveness of the Commission to Promote Uniform Legislation.  Your Committee therefore recommends that Lani Ewart be reappointed to the Commission to Promote Uniform Legislation based on her experience, knowledge, and commitment to public service.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Judiciary,
