SENATE RESOLUTION
Urging the county of hawaii and city and county of honolulu to adopt ordinances banning the sale, rental, and distribution of disposable bodyboards.
WHEREAS, disposable bodyboards are often comprised of polystyrene, also known as Styrofoam, which once broken during use or discarded, can quickly disintegrate, leaving behind plastic foam that can pollute the State's reefs, shoreline, and marine ecosystems; and
WHEREAS, in 2022, Maui County adopted an ordinance banning the sale, rental, and distribution of polystyrene bodyboards to limit the number of bodyboards discarded on beaches after only being used a few times; and
WHEREAS, recently, the Kauai County Council also unanimously adopted an ordinance banning the sale, rental, and distribution of these disposable polystyrene foam bodyboards to reflect their commitment to maintaining Kauai's unique marine environment; and
WHEREAS, disposable bodyboard bans across all counties of the State would more comprehensively help reduce waste, support responsible tourism, and promote a smaller environmental footprint; now, therefore,
BE IT RESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2026, that the County of Hawaii and City and County of Honolulu are urged to adopt ordinances banning the sale, rental, and distribution of disposable bodyboards; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Council Chairperson and Mayor of the County of Hawaii and Council Chairperson and Mayor of the City and County of Honolulu.
