A BILL FOR AN ACT

RELATING TO NATURAL RESOURCES.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2026-2027 for the development and implementation of the comprehensive watershed-based water quality monitoring pilot program for the Waikele watershed, including Waikele stream and the Kapakahi stream watershed, which are considered impaired water bodies. The pilot program shall include:

(1) Monthly stream monitoring and assessment;

(2) Monitoring of watershed conditions contributing to stream health;

(3) Identification of potential sources of pollutants; and

(4) A report of its findings and recommendations to improve water quality, including any proposed legislation, that shall be submitted to the legislature no later than twenty days prior to the convening of the regular session of 2027.

The sum appropriated shall be expended by the department of health for the purposes of this Act.

SECTION 2. This Act shall take effect on July 1, 2050.
