A BILL FOR AN ACT
RELATING TO PUBLIC ACCESS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) There is established a capitol visitor center working group.
(b) The capitol visitor working group shall consist of the following members:
(1) The chair of the senate standing committee with primary jurisdiction over government operations, who shall serve as co-chairperson of the working group;
(2) The chair of the house of representatives standing committee with primary jurisdiction over legislative management, who shall serve as co-chairperson of the working group;
(3) A representative from the department of accounting and general services;
(4) A representative from the legislative reference bureau;
(5) A representative from the business enterprise program administered by the Hawaii division of vocational rehabilitation of the department of human services;
(6) A representative from the joint legislative access committee; and
(7) Any additional members as deemed necessary by the co-chairpersons.
(c) The capitol visitor center working group shall study the feasibility of establishing a capitol visitor center within the State capitol or the capitol district, including the best practices for its management, scope, and operations, for the purposes of serving as an additional public access resource for residents and visitors.
(d)
The capitol visitor center working group shall submit a report of its
findings and recommendations, including any proposed legislation, to the
legislature no later than twenty days prior to the convening of the regular
session of 2027.
(e) The members of the capitol visitor center working group shall serve without compensation, but shall be reimbursed for expenses, including travel expenses, necessary for the performance of their duties. No member of the capitol visitor center working group shall be subject to chapter 84, Hawaii Revised Statutes, solely because of the member's participation in the working group.
(f) The department of accounting and general services shall provide administrative support to the working group.
(g) The legislative reference bureau shall assist the working group in preparing and submitting the report required pursuant to subsection (d).
(h) The capitol visitor center working group shall be dissolved on June 30, 2027.

2. This Act shall take effect
on January 1, 2525.
