RELATING TO SMALL BOAT HARBORS. Establishes the Small Boat Harbor Commercial Vessel Special Fund. Increases moorage fees for commercial vessels. Requires that revenue from the fee increase be used by the Department of Land and Natural Resources for improvements that primarily benefit commercial vessels that utilize state small boat harbors. Authorizes the issuance of general obligation bonds with debt service to be paid from special funds, for repairs of various harbors. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO AQUATIC PROTECTION. Requires the Division of Aquatic Resources of the Department of Land and Natural Resources to: manage the aquatic life and aquatic resources of the State, giving the highest priority to protecting, restoring, and maintaining ecosystem integrity and use the best scientific data available; and set goals to substantially increase coral-reef resilience around Oahu and develop a framework to meet those goals, with annual reports to the Legislature. Effective 7/1/3000. (HD1)

RELATING TO THE TAKING OF MARINE DEPOSITS. Authorizes the Department of Land and Natural Resources to approve permits for research, education, management, or propagation purposes that include the taking of marine deposits seaward of the shoreline, as long as the resources will be returned to the beach if possible and that the taking poses no more than a minimal or negligible risk to the environment. Effective 7/1/3000. (HD2)

RELATING TO THE KANEOHE BAY REGIONAL COUNCIL. Requires the Department of Land and Natural Resources to provide administrative support to the Kaneohe Bay Regional Council. Requires the chairperson of the Council to be selected by the voting members from among all voting and nonvoting members on an annual and rotating basis. Requires the Council to meet quarterly. Effective 7/1/3000. (HD1)

RELATING TO THE COASTAL ZONE MANAGEMENT ACT. Specifies that certain activities should be exempt from special management area use permit requirements. Exempts federal-, state-, or county-funded, authorized, or implemented infrastructure and improvement projects that are exempt form an environmental assessment or for which a finding of no significant impact has been issued. Effective 7/1/3000. (HD2)

RELATING TO GOVERNMENT. Amends Act 289, SLH 2025, to replace the Senior Residence at Iwilei parcel with the Westridge parcel, change the transfer date for the Alii Tower parcel to 12/31/2026, change the deadline for approval by the City and County of Honolulu to 12/31/2027, and change the repeal date to 1/1/2028. Effective 7/1/3000. (HD2)

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES. Authorizes the Department of Land and Natural Resources to enter into community co-management agreements and establishes qualifications for eligible community co-managers. Authorizes the disposition of public lands by a community co-management agreement. Effective 7/1/3000. (HD2)
