The purpose of this briefing is to receive an update pursuant to Senate Concurrent Resolution 60, Senate Draft 1 (2026) on the Hawai‘i Department of Corrections and Rehabilitation’s incorporation of the recommendations from the University of Hawai‘i Community Design Center’s “Breaking Cycle; Alternative Models of Rehabilitation and Restoration Justice on O‘ahu” study into the planning, design, and proposed operations of the replacement O‘ahu Community Correctional Center.

III.         Status of Recommendations Adopted and Implemented – Director Tommy Johnson

V.           Implementation Needs – Including Funding, Interagency Coordination and Legislation for 2027 Session

 

Invitees have been asked to include in their updates discussion on implementation of mental health and substance use treatment, education, cultural practices, community-based reentry supports, and opportunities for input from incarcerated individuals, families, correctional staff, affected communities, and other stakeholders.

 

Invitees include:

(1)      Tommy Johnson, Director, Hawai‘i Department of Corrections and Rehabilitation, and his designees;

(2)      Christin M. Johnson, Oversight Coordinator of the Hawai‘i Correctional System Oversight Commission, and her designees.

 

Questions by Committee members will be permitted throughout the briefing.
