The purpose of this informational briefing is to review the administration and financial oversight of the Governor’s Kauhale Initiative, specifically examining the findings and recommendations detailed in State Auditor Report No. 26-11, Audit of the Statewide Office on Homelessness and Housing Solutions’ administration of the Kauhale Initiative. The agenda will focus on the execution of emergency procurement and management powers, the reliance on nonprofit development partners, and the identification of unauthorized, unsupported, or questionable expenditures, including but not limited to $13.7 million identified by the State Auditor. The discussion will address administrative internal controls, project planning protocols, pre-development processes, performance outcomes and evaluations; and necessary corrective measures to ensure fiscal and program accountability while maintaining support for deep affordable housing and homelessness solutions.
