RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM. Transfers the State Foundation on Culture and the Arts and the King Kamehameha Celebration Commission from the Department of Accounting and General Services to the Department of Business, Economic Development, and Tourism. Transfers certain authority and responsibilities held by the Comptroller regarding the Works of Art Special Fund to the Director of Business, Economic Development, and Tourism. Appropriates funds for positions within the Department of Business, Economic Development, and Tourism. Effective 7/1/3000. (HD2)

RELATING TO INTERNATIONAL RELATIONS. Authorizes the Governor and Legislature to enter into nonbinding international cooperative agreements with foreign national governments, foreign subnational jurisdictions, and regional intergovernmental partners. Authorizes the Hawaii Sister-State and International Partnerships Commission to review proposals for sister-state or province partnerships and international cooperative agreements. Effective 7/1/3000. (HD1)

RELATING TO AN HONORARY AMBASSADOR TO CANADA. Establishes an honorary ambassador to Canada position within the Business Development and Support Division of the Department of Business, Economic Development, and Tourism. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO ECONOMIC DEVELOPMENT. Expands the purposes of the establishment and operation of out-of-state offices to include collaboration with tourism agencies and stakeholders to execute tourism strategies. Requires, and appropriates funds for, the Department of Business, Economic Development, and Tourism to establish an out‑of-state office in Seoul, Republic of Korea. Appropriates funds for the Department of Business, Economic Development, and Tourism's Beijing, Philippines, and Taipei offices to promote "Made in Hawaii" branded products and increase the export of Hawaii products. Effective 7/1/3000. (HD1)

RELATING TO PERFORMING ARTS. Establishes a performing arts ticket surcharge on the primary ticket sale price for certain performing arts events held in the State. Effective 7/1/3000. (HD2)
