RELATING TO NATURAL HAIR BRAIDING.

Exempts natural hair braiders from licensing requirements under certain conditions.

RELATING TO ASSOCIATIONS.

Clarifies that in planned community association and condominium elections conducted by cumulative voting, cumulative voting rights apply to all candidates, including write-ins, and that individual votes are used when allocating votes.

Clarifies an association board’s authority with respect to calling and authorizing electronic meetings, electronic voting at electronic meetings, electronic voting without a meeting, and mail voting without a meeting.

RELATING TO INSURANCE.

Amends various provisions of the Insurance Code to update and improve existing provisions.  Clarifies grounds for denial, suspension, and revocation of an adjuster and bill reviewer license.  Clarifies procedures for denying, suspending, and revoking an insurance producer license.  Amends the notice requirements for cancellation or nonrenewal of an insurance policy.  Requires insurers to provide explanation of premium increases upon request.  Amends the definition of unfair methods of competition and unfair or deceptive acts or practices.

Status

RELATING TO CONDOMINIUM ASSOCIATIONS.

Requires a condominium association to make available on an internet site the association's general ledgers, project information form (RR-105C), and statement of accounts at no cost to a unit owner or the unit owner's authorized agent.  Reduces the reasonable fee a condominium association may charge to provide copies of association documents from $1 per page to 75 cents per page.

RELATING TO HEALTH.

Allows a licensed dental hygienist to place interim therapeutic restorations in public health settings under the general supervision of licensed dentist.  7/1/3000.  (HD1)

RELATING TO HUMAN REMAINS.

Requires any funeral establishment, mortuary, cemetery, crematory, or hydrolysis facility to dispose of the remains of a dead human body no later than sixty days from the date a burial‑transit permit has been issued or from the date of an affidavit for amendment of the permit has been submitted.  Effective 7/1/3000.  (HD1)

RELATING TO COFFEE LABELING.

Clarifies the labeling and advertising requirements for roasted coffee, instant coffee, and ready-to-drink coffee beverages based on where they were grown and processed.  Defines "regional origin".  Effective 7/1/3000.  (HD1)

Status

RELATING TO INVASIVE SPECIES.

Allows the use of certain monofilament netting for the protection of plants against invasive species.  Subjects fine mesh nets, including certain monofilament netting, to certain federal and state requirements.  Requires the Department of Agriculture and Biosecurity to establish rules allowing the sale and distribution of fine mesh nets, including monofilament netting, in the State to protect plants from the coconut rhinoceros beetle.  Effective 7/1/3000.  (HD1)

Status

RELATING TO SOLAR ENERGY.

Defines and provides requirements for the use of a portable solar generation device.  Provides that electric utility companies are not liable for any damage or injury caused by a portable solar generation device.  Requires each portable solar generation device to be registered with the Public Utilities Commission.  Requires the Public Utilities Commission to establish and maintain an online system for registration of portable solar generation devices, at no cost to the customer.  Effective 7/1/3000.  (HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
