     Your Committee on Energy & Environmental Protection, to which was referred S.C.R. No. 83 entitled:

 

"SENATE CONCURRENT RESOLUTION REQUESTING THE CITY AND COUNTY OF HONOLULU TO CONSIDER DEVELOPING A FACILITY TO DISCARD LITHIUM-ION BATTERIES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the City and County of Honolulu to consider developing a facility to discard lithium-ion batteries, including but not limited to developing a wet shredding facility in conjunction with the Honolulu Program of Waste Energy Recovery to discard lithium-ion batteries or electric vehicle batteries for end-of-life use.

 

     Your Committee received testimony in support of this measure from Climate Protectors Hawaiʻi.

 

     Your Committee finds that the improper disposal of lithium-ion batteries creates significant fire and explosion hazards in waste facilities and poses serious threats to the State's aquifers and environmental resources.  Your Committee further finds that while efforts are underway to address electric vehicle battery management, there remains a critical need for accessible county-level infrastructure to safely handle hazardous end-of-life battery materials.  This measure seeks to strengthen the State's battery management and disposal practices by requesting the City and County of Honolulu to consider developing a lithium-ion battery or electric vehicle battery disposal facility.

 

     As affirmed by the record of votes of the members of your Committee on Energy & Environmental Protection that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 83 and recommends that it be referred to your Committee on Water & Land.
