Your Committee on Culture & Arts, to which was referred S.C.R. No. 165, S.D. 1, entitled:
"SENATE CONCURRENT RESOLUTION DESIGNATING THE MONTH OF MARCH AS MARCH4WATER MONTH IN THE STATE,"
begs leave to report as follows:
The purpose of this measure is to designate the month of March as March4Water Month in the State.
Your Committee finds that water is an
essential resource for sustaining life, protecting public health, and ensuring
economic prosperity in the State, yet significant challenges remain in
maintaining safe and reliable water systems. Aging drinking water, wastewater, and
stormwater infrastructure, coupled with a substantial national funding gap and
affordability barriers, underscore the urgent need for continued investment and
public awareness. This measure designates
March as March4Water Month, providing a platform to promote water conservation,
education, and infrastructure investment while encouraging community engagement
to ensure a sustainable future for Hawaii.
As affirmed by the record of votes of the members of your Committee on Culture & Arts that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 165, S.D. 1, and recommends that it be referred to your Committee on Water & Land.
