Sir and Madam:

 

     Your Committee on Conference on the disagreeing vote of the Senate to the amendments proposed by the House of Representatives in S.B. No. 411, S.D. 2, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO CAPITAL IMPROVEMENT PROJECTS AT STATE SMALL BOAT HARBORS AND STATE PARKS,"

 

having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.

 

     The purpose of this measure is to:

 

     (1)  Authorize the Department of Land and Natural Resources to engage in certain capital improvement projects at state small boat harbors and state parks without prior approval from the Legislature and Governor for existing facilities;

 

     (2)  Establish a notification protocol to ensure that the Legislature is informed of the expenditures before they occur; and

 

     (3)  Require the Department of Land and Natural Resources to submit quarterly reports to the Legislature on the expenditures.

 

     Your Committee on Conference finds that the necessary maintenance and repair of state parks and small boat harbors have been stalled due to the time-consuming process of appropriating funds for capital improvement projects.  This measure facilitates the restoration and expedient upkeep of state recreational facilities while ensuring government accountability through timely notification and periodic reporting of the expenditures.

 

     Your Committee on Conference has amended this measure by:

 

     (1)  Requiring the Department of Land and Natural Resources to submit semiannual, rather than quarterly, reports to the Legislature, due no later than June 30 and December 31 of each year;

 

     (2)  Amending section 1 to reflect its amended purpose; and

 

     (3)  Inserting an effective date of July 1, 2026.

 

     As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of S.B. No. 411, S.D. 2, H.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as S.B. No. 411, S.D. 2, H.D. 1, C.D. 1.
