Madame:

 

     Your Committee on Finance, to which was referred S.B. No. 3255, S.D. 1, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO CURRENCY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Require cash transactions to be rounded up or down to the nearest five cents, except for cash transactions that total one cent or two cents, which are to be rounded up to five cents; and

 

     (2)  Exempt transactions in which payment is made by demand or negotiable instrument, electronic fund transfer, check, gift card, money order, credit card, or other like instrument or method.

 

     Your Committee received testimony in support of this measure from the Hawaiʻi Restaurant Association; Hawaii Food Industry Association; Retail Merchants of Hawaii; ABC Stores; Kapolei Chamber of Commerce; Maui Chamber of Commerce; and Chamber of Commerce Hawaii.  Your Committee received testimony in opposition to this measure from one individual.  Your Committee received comments on this measure from the Department of Commerce and Consumer Affairs; Hawaii Bankers Association; and one individual.

 

     Your Committee has amended this measure by permitting, rather than requiring, cash transactions to be rounded up or down as specified in this measure.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3255, S.D. 1, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 3255, S.D. 1, H.D. 2.
