Sir and Madam:

 

     Your Committee on Conference on the disagreeing vote of the Senate to the amendments proposed by the House of Representatives in S.B. No. 3234, S.D. 2, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO TRAFFIC SAFETY,"

 

having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.

 

     The purpose of this measure is to appropriate funds to the Department of Transportation to install pedestrian safety improvements at sites abutting school properties, with consideration for other sites.

 

     Your Committee on Conference finds that investment in infrastructure that eliminates vehicle-pedestrian conflicts is needed to provide corridors for students to safely travel to and from their destinations.  This measure will prioritize investment in pedestrian safety improvements at sites abutting school properties to strengthen student safety and encourage healthier, safer travel to campus.

 

     Your Committee on Conference has amended this measure by:

 

     (1)  Deleting language that would have appropriated an unspecified amount out of the State Highway Fund for the Department of Transportation to install pedestrian safety improvements at sites abutting school properties;

 

     (2)  Inserting an appropriation amount of $2,000,000 out of the Safe Routes to School Program Special Fund for the Department of Transportation to install pedestrian safety improvements at sites abutting school properties;

 

     (3)  Deleting language that would have appropriated an unspecified amount out of the general fund for the Department of Transportation to install pedestrian safety improvements at sites abutting school properties;

 

     (4)  Making it effective on July 1, 2026; and

 

     (5)  Making technical, nonsubstantive amendments for the purposes of clarity and consistency.

 

     As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of S.B. No. 3234, S.D. 2, H.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as S.B. No. 3234, S.D. 2, H.D. 1, C.D. 1.
