Sir:

 

     Your Committee on Ways and Means, to which was referred S.B. No. 3229, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE UNIVERSITY OF HAWAII,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to strengthen the relationship between the University of Hawaii and its donors and improve fundraising strategies.

 

     Specifically, this measure:

 

     (1)  Authorizes the use of moneys from the University of Hawaii Tuition and Fees Special Fund to conduct donor evaluations; and

 

     (2)  Requires the University of Hawaii to include any donor evaluations conducted using moneys from the University of Hawaii Tuition and Fees Special Fund in an annual report to the Legislature.

 

     Your Committee received written comments on this measure from the University of Hawaii.

 

     Your Committee finds that accountability is essential to fostering and maintaining trust in the University of Hawaii's fundraising efforts.  Your Committee believes that the donor evaluations authorized by this measure will help to strengthen donor relationships and improve the University of Hawaii's fundraising strategies.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3229, S.D. 1, and recommends that it pass Third Reading.
