Madame:

Your Committee on Higher Education, to which was referred S.B. No. 3229, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE UNIVERSITY OF HAWAII,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Authorize the use of the University of Hawaii Tuition and Fees Special Fund to conduct donor evaluations; and

(2) Require the University of Hawaii to include in the annual report to the Legislature any donor evaluations conducted using monies from the fund.

Your Committee received testimony in support of this measure from the University of Hawaiʻi Foundation. Your Committee received comments on this measure from the University of Hawaiʻi System.

Your Committee finds that accountability remains essential to fostering and maintaining donor trust in the University of Hawaii's fundraising efforts. Your Committee believes that donor evaluations authorized by this measure will improve fundraising operations and enhance donor relations.

Your Committee has amended this measure by changing the effective date to July 1, 3000, to encourage further discussion.

As affirmed by the record of votes of the members of your Committee on Higher Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3229, S.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 3229, S.D. 1, H.D. 1, and be referred to your Committee on Finance.
