Madame:

Your Committee on Finance, to which was referred S.B. No. 3157, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO TRANSPORTATION,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Remove county-specific expenditure restrictions for funds in the Automated Speed Enforcement Systems Program Special Fund;

(2) Authorize the Department of Transportation to assess the procurement of the operator of the Automated Speed Enforcement Systems Program;

(3) Require the Department of Transportation to reissue procurement for the Automated Speed Enforcement Systems Program every five years; and

(4) Require unencumbered and unexpended revenues from the Automated Speed Enforcement Systems Program Special Fund in excess of $25,000,000 as of June 30 of each year to lapse to the general fund.

Your Committee received testimony in opposition to this measure from one individual. Your Committee received comments on this measure from the Department of Transportation.

Your Committee has amended this measure by changing the amount remaining on the balance in the special fund that triggers the lapse to the general fund to an unspecified amount.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3157, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 3157, H.D. 2.
