Madame:

 

     Your Committee on Labor, to which was referred S.B. No. 3131, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO PERSONNEL,"

 

begs leave to report as follows:

 

     The purpose of this measure is to change the titles "private secretary" to "executive assistant" and "secretary" to "administrative assistant", where applicable.

 

     Your Committee received testimony in support of this measure from the Department of Human Resources Development and Hawaiʻi State Public Library System.

 

     Your Committee finds that certain state job titles have become outdated and no longer reflect contemporary terminology used in the public and private sectors.  Your Committee further finds that inconsistent and antiquated position titles can create confusion, hinder recruitment and retention efforts, and reduce the competitiveness of state employment opportunities.  Your Committee believes that modernizing and standardizing these position titles across state statutes will promote clarity, align state employment practices with prevailing standards, and support the State's ability to attract and retain qualified employees.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3131, S.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 3131, S.D. 1, H.D. 1, and be placed on the calendar for Third Reading.
