Madame:

 

     Your Committee on Finance, to which was referred S.B. No. 3048, S.D. 1, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE STATE BUILDING CODE COUNCIL,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Establish and appropriate funds for one full-time equivalent permanent position for the State Building Code Council (Council) to support statewide building code coordination, permitting transparency, and modernization initiatives;

 

     (2)  Require county reporting to the Council on building permitting performance;

 

     (3)  Require the Council to develop a plan for the creation of a standardized statewide permitting data system or publicly accessible dashboard and a state building code modernization and transparency initiative;

 

     (4)  Require the Council to develop recommended standardized credentials and training requirements for permitting officials; and

 

     (5)  Require the Council to submit a report to the Legislature.

 

     Your Committee received testimony in support of this measure from the Office of Hawaiian Affairs; Office of Planning and Sustainable Development; one member of the Kauaʻi County Council; one member of the Maui County Council; Maui Chamber of Commerce; Chamber of Commerce Hawaii; Hawaii Food Industry Association; and International Code Council.  Your Committee received comments on this measure from the American Institute of Architects, Hawaiʻi State Council; and one individual.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3048, S.D. 1, H.D. 1, and recommends that it pass Third Reading.
