Your Committee on Finance, to which was referred S.B. No. 3040, S.D. 1, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO GUN VIOLENCE PREVENTION,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Replace the Gun Violence and Violent Crimes Commission with the Office of Gun Violence Prevention, within the Department of the Attorney General;

(2) Establish a Governor-appointed director position to head the Office and amend the powers and duties of the Office; and

(3) Appropriate funds for the director position and operating costs and equipment of the Office.

Your Committee received testimony in support of this measure from the Department of Law Enforcement; Everytown for Gun Safety; Moms Demand Action for Gun Sense in America; Students Demand Action for Gun Sense in America; Kona Indivisible; Gifford's Gun Owners for Safety; Brady United, Hawaii Chapter; Hawaii Chapter Moms Demand Action for Gun Sense in America; and numerous individuals. Your Committee received testimony in opposition to this measure from three individuals.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 3040, S.D. 1, H.D. 1, and recommends that it pass Third Reading.
