Sir and Madam:
Your Committee on Conference on the disagreeing vote of the Senate to the amendments proposed by the House of Representatives in S.B. No. 2934, S.D. 1, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO AMBULANCES,"
having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.
The purpose of this measure is to appropriate funds to the Department of Health to purchase one advanced life support ambulance and related equipment to be based in Central Maui and fund pay-related personnel costs for state-certified emergency medical services personnel.
Your Committee on Conference finds that it
is of critical importance to the State to ensure its residents have prompt
access to primary health care. Central
Maui, which is currently facing substantial population growth, lacks an
advanced life support ambulance, leading to slower response times in medical
emergencies, increasing risks of preventable death or long-term
disability. This measure provides
immediate financial support for additional ground ambulance resources in the
Central Maui area of the County of Maui.
Your Committee on Conference has
amended this measure by:
(1) Deleting its legislative findings;
(2) Inserting an appropriation amount of $1,750,000 for the purchase of one
advanced life support ambulance and related equipment to be based in the
central Maui area of the County of Maui, and to fund pay-related personnel
costs for one state-certified emergency medical technician and one
state-certified paramedic;
(3) Inserting an effective date of July 1, 2026; and
(4) Making technical, nonsubstantive amendments
for the purposes of clarity and consistency.
As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of S.B. No. 2934, S.D. 1, H.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as S.B. No. 2934, S.D. 1, H.D. 1, C.D. 1.
